[Champion Concept] Chelsea, the chi blocker

Lore: Since her chiledhood Chelsea always wanted to fight.When she was only 11 she mastered the martial art to help her family. One day her family was going to attack the Ionia city.She followed them and when she got there she saw kennen defeating her family.When she tried to help them he hit her with a lightning bolt that almost killed her but she manged to escape from him. Being near to death her chakra was awaken and saved her life but she found out that her family died. From that fight she made an oath on herself to avenge them she learned how to master and control that chakra to use it in fight for the purpose of fulfilling her oath.

Passive: Chi mark(name) When Chelsea is attacking enemy champion she add a Chi mark on him that can stack 3 time on the third stack she deals 30% more damage to the champion for the next 3 seconds. (this cant be actived against the same champion in the next 8 seconds)

Q: Damaging Chi (name) Chelsea instantly teleports behind an enemy champion hitting him in the head and dealing 70/110/150/200/230 +60% bonus AD Range:650 Cooldown:10/9/8/7/6 Lock on

W: Chi infirmity (name) Chelsea drains a chakra from an enemy and reducing his mr and armor by 5/10/15/20/25 and slows him for 40% Range:700 Cooldown:19/17/15/12/10 seconds Lock on

E: Chi infection (name) Chelsea next basic attack on a enemy will infect his chi and will make him stunned for 0.5/0.6/0.7/0.9/1 second and dealing 50/70/90/110/150 +50% AP damage Range:125 Cooldown:15/13/11/9.5/8 seconds

R: Chi dance (name) Chelsea teleports to an enemy champion dashing thru his body and hitting him for 4 seconds with over 4 hits (MAX 5) dealing 400/500/600 +70% AD overtime damage, after she is done with the ultimate she gains 5/10/15 armor and magic resist for 3 seconds Range:500 Cooldown:120/100/80 seconds Lock on (while Chelsea is doing her ultimate she is invisible (untargetable) and it applys on-hit effects)

When you pick her in champion select she says: ill show you what I can do! ctrl1 joke: You will pay for what you've done! Ctrl2 joke: No no, you don't wanna fight me.
