Warmogs replacement for ARAM Idea

Maybe an item named blessing of the river king (with that any lore savvy people probably know where I'm going with this) maybe not that exactly but an item that while out of combat will replenish a % of your health that you lost for whatever reason, for example you lost 1000 health and you would get back X00 of that health over time based on factors if you get out of combat.
