(Champion Concept) Bel'Lina - Build It Your Way
Again, sooo we haven't seen any thing new with the void since Rek'Sai and i thought how about a new Void champion with a concept of more customization to be able to build and have a much more strategic play style.
Bel'Lina Simple Backstory Bel'Lina is a void being that is much more akin to a humanoid than her void brotherin, She seeks to find what true joy meant and wants freedom to enjoy life and have fun, something a lot of players forgot about. I mean have you ever tried season something with league salt, had to throw away my steak.

Passive - Superior Complex Depending on when you level up any skill, Bel'Lina skills will adapt a new trait. Rules for aram or mini game modes where the game starts off with 3 skill points. the first skill level is concidered level 1 trait, second level 2. etc...
Q - Room Bel'Lina creates a small field that lasts for 3 seconds and increase allies all healing recieved Cooldown - 14/13/12/11/10 Mana - 75/85/95/110/120 Health Regeneration Buff - 10/20/30/40/50 %
Level - Adaption Trait 1 - increase radius of Room by 100 (1 teemo) 2 - increase the health regeneration buff by double 3 - Room can now deal damage to enemies (20% Bel'Lina's Attack Damage per second) 4 - Room grants allies Mana Regeneration by 20% of damage taken 5 - Increase Room Duration by 2 seconds 6 - Initial casting of Room is delayed by 1 second, however Initial casting now stuns enemies for 1 second 7 - Increase casting range of Room by 100 (1 teemo) 9 - Enemies exiting room takes 80% Bel'Lina's Attack Damage 10 - Room has Grounding 11 - Allies in Room has 10% bonus life steal and attack damage 12 - Increase radius of Room by 100 (1 teemo) 13 - Increase Room Duration by 2 seconds 14 - Allies In Room has 10% bonus armor and magic resist 15 - Room Heals 20 health per second 16 - Room Grants Bonus shield to allies = 20% of Bel'Lina's Attack Damage and Ability Power 17 - reduces Room Cooldown by 2 seconds 18 - Room can now slow enemies (30% movement speed slow)
W - Tarot of The Wheel Spawns a Wheel Ward that can be seen by enemies, attacking the Wheel Ward marks an enemy, the mark does not disappear regardless of distance until the ward has been destroyed or expired. Upon destroying the ward the enemies are placed in a roulette type mini game above their head with 4 different effects possible. Single taking down a ward will stack effects, however the same two effects will not be possible. Example, Lee Sin wants to gank, Lee Sin Finds ward, and attacks it 3 times. Lee sin now has 3 effects of Wheel placed on him all 3 being different Cooldown - 40/38/36/34/32 Mana - 100 Health - 3/3/4/4/5 Duration: 30 seconds Max Wheel Wards that can be out 3 Max Storage Of Wards 2
Effects Possible Nothing - Literally Nothing Happens (10% Chance) Break A Leg - Slows the enemy by 60% for 2 seconds (30% Chance) My Mix tape - Deals 20% Of Bel'Lina's Attack Damage and Ability Power per second for 3 seconds (30% Chance) R U A Wizard? - Inverts the enemies ability casting by 3 seconds. (aka you try to skill shot right, its gonna go left) (30% Chance)

E - Passive - Wurm Needles Killing a target fires a bonus basic attack towards the nearest enemy possible favoring Enemy Champions first Empowers Basic Attack granting Bonus damage. Bonus Damage - 2/4/6/8/10 % ability Power
Level - Adaption Traits 1 - Basic Attack has 10% Spellvamp/Lifesteal 2 - Wurm Needles gains 1 extra bounce 3 - If Wurm Needle bonus or bounce shot Kills an epic monster or enemy champion, Permanently increase max Armor and magic resist by 10 4 - For each basic attack, gain 10% attack speed up to 5 stacks for 3 seconds 5 - If a nearby ally is under 60% health Wurm Needle will bounce to them healing for 10 % of Bel'Linas Ability Power 6 - Wurm Needles Infects the Target dealing 10% Bel'Lina's attack damage as true damage 7 - Basic Attacks gain 100 range 8 - Basic attacks steal 3% enemies movement speed for 3 seconds 9 - Wurm Needle disables summoner spells for 3 seconds if hit by the bonus shot 10 - Basic attacks reduce incoming damage from targeted enemy by 10% 11 - 10% of Bel'Lina's Total attack damage becomes ability power 12 - 10% Bel'Lina's Total ability Power becomes attack damage 13 - Wurm Needles gains 1 extra bounce 14 - If a bonus shot Wurm Needle or a bounced Wurm Needle kills a target, Increase Permanent Armor and Magic Resist by 1 15 - If Wurm Needle bonus or bounce shot Kills an epic monster or enemy champion, Permanently increase max Armor and magic resist by 10 16 - If a nearby ally is under 60% health Wurm Needle will bounce to them healing for 10 % of Bel'Linas Ability Power 17 - If Wurm Needle kills a target, the target explodes dealing 20% Bel'Lina's attack power and ability power to nearby enemies of 100 radius 18 - Basic attack lowers enemies Ability power and Attack damage by 10%, lasts 3 seconds
R - Mark of Hazar Marks an enemy, Enemy has friendly fire for 3 seconds (The Enemy can attack his own allies) and deals 1% true health damage per second Cooldown 80/70/60 Duration: 3 seconds
Adaption 6,7 - Increase Duration of Mark Of Hazar by 2 seconds 8,9 - Mark Of Hazar grants R U A Wizard? (adaptions by W apply) 10,11 - Friendly fire from Mark Of Hazar gets increased damage by 10% of the damage dealt 12,13 - Mark Of Hazar Recoils 10% of the damage dealt 14,15 - Mark Of Hazar friendly fire kills activates a bonus Wurm Needle shot (adaptions of E apply) 16-17 - Kills and assists refunds Mark of Hazar cooldown by 20% 18 - reduces Marked enemies damage to Bel'Lina's allies by 20%
Bel'Lina is a champion where you have to think carefully of when you want to level up a skill, because when a skill is leveled up it cant be changed back. this kit provides a much more interesting option, and might provide the fact that a player might be saving up skill points for a specific time to apply them.
