RIot nerfed black cleaver because the build path really favorized adc, nice dmg, good phage passive. This new item helps bruisers since its % armor pen in the early game it doesnt help adc and the 10% dmg increase isnt worth it considering 
is 1300g and offers 40 ad but it does help bruisers against champions that rush armor, and it covers up the % bruisers miss from old runes.
All in all it makes for a healthier build path that bruisers can use without it being good for adc. Actually I think it makes it worse of ADC considering its now more expensive. And increasing their snowballing potential that they need when building it.
