Forgetting runes/masteries (Repost)

Riot needs to get their crap together. Seriously, they made runes and masteries so easy to pass by in the selection screen, it's like they did it on purpose. For some champions, it may not matter, however especially for tank champions and assassins, it matters. An assassin with no Thunderlord's Decree will not have any use in the game just because they don't have the masteries. Seriously, half their burst is thunderlord's damage. Now Riot, imagine this inside of a ranked game. The ally team would be completely devastated because they'd have 1 less person because some champions rely COMPLETELY on their masteries. You folks at Riot HQ probably know this, and have made no effort to make runes and masteries more memorable. And to those of you who will reply with "That's your fault", don't act like you've never forgotten your runes and masteries and then the whole game you'd be really far behind. Riot needs to get off their butts and make runes and masteries more memorable to change, and it's not just that, summoner spells too. How do I suggest we do this?

20 seconds after champion select begins, have a reminder note that they should change their runes and masteries

Make changing runes and masteries an actual full STEP in champion select. For example, after selecting your champion, the next step is to select runes and masteries and summoner spells by force, then it would let you lock in. This idea is not the best since there are many problems that could come from doing this, but I believe this idea will be improved later by me, and you, the community.

For the first (Time amount) when the game starts, you will be allowed to change your runes and masteries.

Time amounts I have decided could be balanced will be:

3 minutes and 30 seconds, which is the remake timer

15 seconds, which is how long the barrier around your fountain lasts in the beginning of the game

And finally my last idea:

There could be a whole new option that would allow you to put the game inside of champ select again, and there you would be allowed to re select your runes and masteries. Of course this would work like FF, and I believe at least 8/10 of the whole game should agree because 4/5 is the amount you need for a surrender, so it only makes sense to double that. Overall, this is my opinion on champion select, and I believe if Riot wishes to remake a whole new champ select for season 7, they should at least include one of these ideas or something similar of their own.

You're blaming Riot because you weren't able to remember to change your runes and masteries in the more than 5 minutes you have before the game starts? Are you for real?

I've had enough incidents of lane-bartering and last-second switching in Blind Pick to see the appeal to this, alternative though would be just to do Draft Pick and pick your lane in advance.
