Sheila Piltover's Justice

So We have the two cops Vi and Caitlyn from Piltover but I think it would be cool if this was Vi's rival she would be a cop as well but sometimes gets to cases faster then Vi which makes her real mad. Sheila would be a jungler because there aren't many new jungle champs. She would start out mostly ap but becomes tanky late game with decent ap ratios. Abilities: So her passive would be called Reward. Kinda like Galio's passive where she will get 20% ability power from armor. Her Q would be called Handcuffs. She would grab a opponent and stun them in place for 2 seconds and she can push them in any direction but not very far. Does 0 damage and has a 10 second cooldown cost 50/(then 80 mana at max rank) Her W would be Baton (Because she has a Baton) Where she gets a more powerful hit with her baton dealing bonus true damage. Does 45/55/65/75/85 damage and does scale with ap and 30/40/50/60/70 true damage cost 60/(Then85 mana at max rank) Her E would be called Binoculars which allows her to look at a narrow area for 3 seconds and grants vision Vision increases by 3% with each rank cost 95 mana at all ranks. Her Ult would be called Good Cop/Bad Cop Good Cop would cause Sheila To Grab one enemy and lock them down and herself for 5 seconds and her allies are granted bonus damage. Bad Cop Causes her to do the same thing but it's 3 seconds and Sheila is not stunned herself causing her to be given the bonus damage which last for ten seconds. Good Cop 0 damage Allied damage; 100/120/140**Bad Cop 100/130/150 damage cost 100 mana at all ranks Stats/Lore So Sheila starts with 500 Health 4.5 Health Regen 400 mana (increasing by 20 each level) 5.3 mana regen 55 Attack Damage 65 Ability Power .82 Attack Speed 25 Armor 360 Movespeed

So her lore would be that she has lived in Piltover long before Vi and Caitlyn and used to be very close with Jayce then after a near death experience while trying to stop some crazy women from Zaun she lost her arm and was discharged. She then got a prosthetic arm and returned to the police force and nobody really noticed her which made her very mad so she went out when nobody noticed and stopped so many crimes causing her name to be noticed. This lead to Vi and Caitlyn becoming jealous of her wanted to be better then her.

Interactions

Sheila would have a few taunts which causes her to spin her baton and say things like "Just TRY Running!" Her Joke, would be her saying,"I'm back and ready to fight!" (Then her arm falls off and she picks it up. Her dance could be doing some sort of flag spinner thing with her baton. She would also have some special taunts with Vi,Caitlyn,Jayce ,Jinx and when buying Elixir of Ruin, Zhonyas Hourglass and placing wards The Taunts toward Vi and Caitlyn would be, "You're Just Jealous." Her taunt with Jayce would be, "Hey baby haven't seen you in a while." Her taunt towards Jinx would be, "Nice aim!" (sarcastically) When she buys Elixir of Ruin She will say "Size Increase Finally I can stomp them." (Her arm stays the same size though) Her interaction with Zhonya's would be her saying, "If only I had this earlier." and when she places a ward she says, "Finally I can see!" or "Sight helps I guess."
