Champion Concept: Hex, Prince of the Wolves

First attempt at spinning up a champion concept that's been floating around in my head, (along with countless other champion concepts. I have more ideas than hot dinners.) This one has been steadily growing since reading the lore behind the new Mt Targon thing, with Pantheon, Leona and Diana.

Let me know what you think. I'm trying to polish this concept up to make it balanced. I get carried away very easily though, so I figure asking for thoughts from the LoL community (I have a feeling I may regret this) might be helpful. I can tell it would be a highly mobile champion with the absence of any cooldowns in combination with his E, maybe too much so. Perhaps any advice on how to limit his Static Leap a little?

Role: Assassin Secondary Role: Mage Intended Meta: Jungle or Mid lane. Damage Orientation: AP

Passive: The Tempest Halo - Hex does not have cooldowns, but must consume a Tempest Stack for each cast of an ability. Tempest Stacks can be gained up to a cap of 5 stacks, by attacking enemy champions or large monsters.

Q: Static Claws: - Hex charges his hands with lightning to form a set of claws from his fingertips that slash the target three times in rapid succession, dealing magic damage.

W: Tesla Guillotine - Hex leaps forward to an enemy champion, dealing magic damage based on a percentage of their missing health. If this kills the enemy champion, Hex gains additional attack speed for the next 3 seconds.

E: Static Leap - Hex temporarily transforms into a bolt of lightning to blink to a nearby location, dealing magic damage to enemies nearby.

R: Pedigree Vanguard - Hex summons his pack to line up in front of him and protect their Prince. Upon casting, the wolves stand still for a moment and then rush towards the enemy. If they strike an enemy champion, that enemy champion is slowed for 1.4 seconds.

Best Stats: -Magic Penetration -Attack Speed

Pros: -Excels at 1v1. -Decent mobility. -Much like Katarina, no cooldowns due to passive.

Cons -Poor teamfighter, especially without his Ult to disengage if needed -Needs a duel to go for a little while before he can use his execute. -Easy to burst down if hit by hard CC.

__ Lore:_ Formerly a member of the Solari order, after the assault on the elders by Diana, he began to wonder why she would risk their judgement after climbing the mountain. Surely it would require a substantial revelation for the risk to be worth the potential reward. He had seen her poring through a book as he hid nearby. After she left for the mountain with an enigmatic woman, he read through it and discovered references to the ancient Lunari order, in that damaged piece of the past, seemingly subjected to an attempt to eliminate it from their records.

Why had the Solari tried to destroy a piece of their history? With each question he asked himself, he found the forboding sensation of mistrust growing in his mind. The Solari had a secret. The were hiding something and Diana knew it. Her unbridled rage at the elders ignoring such seemingly vital information only served to strengthen his resolve that what Diana knew, the Solari order did not want known. To understand what that was, he needed to hear more. He needed to find her.

When Leona left to seek out Diana, it was Hex that followed, always in the shadows. His fervor for more knowledge that drove him to find Diana almost ended his life, when he found himself almost starving to death in the forest.

He had lost Leona's trail, collapsed from exhaustion, but awoke in the night with his face being licked by a large wolf. As he raised his head, panic set in as he witnessed a pack of thirteen wolves all standing over him.

However, none of them appeared hostile. All held a kill they had made. Dropping them one by one at Hex's feet, he somehow knew they wished to help. They were offering him food.

Too famished to fuss over a campfire, he tore into the raw meat, savagery setting in and as he feasted, the thirteen wolves raised their heads and howled in unison.

The sound reverberating in his very soul and suddenly he curled over in agony. The howls continued and he doubled over. When the pain abated, his vision clarified. More than thrice their normal clarity. His sense of smell was stronger, his ears could pinpoint an insect climbing a tree by the sound of antennae scraping on the bark.

And most importantly...he could smell the scented trail Leona had left behind. Finishing his meal, he turned to a nearby fresh-water river and drank deeply. As he lifted his head back again, he saw his reflection.

Eyes that were silver as the full moon. Teeth bearing sharp canine fangs. Pointed ears, tipped with golden fur. On his head sat a halo of lightning, crackling like a crown of pure energy, marking his reign as the Prince of the Wolves.

With his new senses, he set out on the trail again. To this day, he still does not know where this mystical pack of wolves came from or why they seemed to have gifted him with powers of the storm, but where Hex is, his thirteen lupine disciples can never be far behind. Never stray too far from your herd...for when the hairs on your neck begin to raise and thunder can be heard, you cannot run, you cannot hide.

The Prince of Wolves has found you.

The Prince of Wolves always catches his prey._
