New Bard skin idea! (Originally from me! [Kat in a Hat]) EUW

New skin idea: Caretaker Bard!

Theme: Bard is a caretaker. Sort of like the ones that clean up. He has a mop and a janitor outfit.

Passive effect: His meeps are pieces of rubbish he collects from the floor.

Q: Swings his mop and a ball of water comes out. If hits a second target, a line of water makes it's way to the second target.

W: Places a wet floor sign on the floor. When fully charged up, the wet floor sign has a picture of a + (health)
