Will championship Thresh be available during the Sugar Rush event?

I don't think so. the championship skins are exclusively for people who are gold or higher at the end of the season.
Championship Skins, like the Harrowing and Snowdown Showdown Skins were 'Limited Edition'
Riot has those as a separate category than 'Legacy Skins'

It's available through the Mystery Skin self-purchase. I bought a lot of Mystery Skins the last 2 times it came around (got Championship Thresh the first time), it seems like legacy/limited skins available this way have a higher chance of being obtained than normal skins (I got a TON of winter skins this last time) so next time, buying Mystery Skins is your best bet.
