Why do they hold back skins that come with the patch?

Still waiting on Mecha Aatrox .-. anyways why is it that they have recently started holding back on releasing skins till one or two months into the patch. And most of the time even a couple days before the next patch is live. Riot pls explain and stop ing me >.>
