His Passive and E kinda lacky right now, 99% speed up or slow and a leveling ability that's worthless after the whole team is 18... I think his passive could use something like Veigar or Thresh, where the more "Knowledge" he has, the more ap he gains (Knowledge is power). Here's the interesting part, you give up knowledge to strengthen a allies level. What this does is gives, you a strategic thinking, either you keep all that power to yourself, or help a teammate behind catch up! A well leveled team is better at group fight than soloing right? He could sustain mid more as well if Zilean has this sort of Passive, amking his ult not so useless in a soloing lane. Maybe something like every 12 experience gain = 2 ap so every 60 seconds is 7.5 ap strong early game, though it scales down when levels go up. For example, It's 5 sec to gain exp ranging from = 2/3.5/5/6/12 converts 30/20/15/10/6 exp to gain 2/3/4/5/10 ap gain per exp gain each Level (1/6/11/16/18) and minutes reached. A min in level 1-5 would be 2ap per min. Scales up the longer the game goes on. So let's say it's 5 min and you are level 6. You now got 10ap per, now it's level 6-10 at 15 min it would be 15ap+10p. Another example, so on 10+15+20+25+200+++ (if it goes for too long). Something like that would be nice and just reduce his ap gain per knowledge giving by scaling level. And to prevent this from being broken, the amount of knowledge gain would have to scaling harder on the amount of knowledge gain rather than over time. I think this would be a good idea to consider.

His speed up...It's not that effective... And not a indefinite speed up like the old one. Overall, just a lacky slow down or speed up... If there is to be a support update... Please do consider some cool ideas for his E. Like for example, his new E could be: A speed up and slow down by 30%/45%/60%/70%/85%. But, when linked to a enemy target, in a scaling aoe: 350 that slows the target hit by Zil's E. However, his E also speeds up ally projectiles within the zone by anything like: 15%/20%/25%/35%/45% for 2 seconds (Ability ends). But, if you cast on allies, it speeds them up by 40%/55%/70%/99% and slow down enemy projectiles by 10%/20%/25%/30%/35%. (However does not slow lasers like lux and vel's ult). This seems to be very advantageous, it is also disadvantageous. Advantageous due to the constant slows, ups his aggro, speed up of champ and projectiles within the zone. Considering that it's his only escape early game, it's either you choose aggro, or save it to escape. 50/50 choice since it is a spell with a long cd in the beginning of the game to mid game. In late game, it should have a ability such as: This ability cannot be cast twice on the same enemy champ for 8/7/6/5/4 seconds after the duration. Seems like a lot of scaling stuff going on but it's the only way to make it seem a tad bit more fair.

There was a Rioter who said at one point they were considering making his W his new passive. While it's up, he could cast his basic spells while they're on cooldown, putting the passive on the spell's remaining cooldown.
