Wondering about reigions

I Create league characters as a hobby (and preferably as a job in future) and the character i'm working on now has 3 forms, somewhat like kayn.

Anyway My problem is that His three forms are based on different parts of runeterra. It can't be Noxus or Demacia because they're unlikely to accept a stranger into their military.

(form One) full damage=Urtistan (form two) off tank=???? (form three) full tank=????
