Riot said a while back that Ultimate skins and their concepts are unique, that only one champion have that kind of skin "grouping" this explains why the heavily demanded Pulsefire Vayne will never see the light of day, and why their will never be any more Spirit Guard skins. Its just to give the Ultimate skins a better feel and a make them a more unique buy.
I love Sivir but it's not nearly as cool
And of course, special interaction with both skins, like a super special track played by Sona and special quotes
