Magic Pen Items

Right now i dont feel as though there are very many choices of magic pen items, i mean you basically have, item 3020 , item 3151 , and item 3135 . i guess you could also count item 3001 bc of its passive, but thats it. i would really like to see more items that include 10-20 flat magic pen, and have varying stats, such as +250-300 HP, +200-300 Mana, item 3010 passive, on ability damage, decrease targets AP or AD by 5-15% for 5 seconds, etc. Obviously each item would have to contain no more than 60-80 AP to prevent players from absolutely abusing these items similar to the Lethality epidemic at the start of S7.

for what? rangechampions don't have that much mr, you already deal truedamage to them with the 2 penitems. Also you can look up at the pbe, there item 3165 is no longer a manacdr item but has full grievious wounds and gets the mrpen from item 3151 and this item gets to be an anti item 3194 item/ a bit similar passive to item 3194 (without the aura) and current% damage changes to maxhealth% damage.

Actually, the lack of Magic Pen items is a good thing, and there's a balance reason for that. I'll detail on it below:

  • Most Champions don't really have a substantial MR growth per level as compared to armor. It usually caps off at 38.5 for ranged champions and 53.4 for most melee champions. Right now with items and runes, it's possible to get a total of 40% + 41 flat Magic Penetration. In either case, if the enemy didn't stack bonus MR, you'd do magic "quasi-true" damage to your opponent.
  • If more Magic Pen items were available, you'd see more burst and poke magic assassin/mages (Nidalee, Lux, Leblanc, Katarina, Akali, Fizz, Xerath, Ziggs, and Zoe). I'd rather take the Lethality meta back rather than having to deal with another unfun snowballing Mage poke meta.

As for your item stat recommendations, I'd say not to include Catalyst or any HP with Magic Pen for that matter. Magic Pen is more suitable toward burst mages; it's the reason why Liandry's Torment and Morellonomicon are being reworked on PBE. Usually for balance reasons, items that have damage/glass cannon characteristics shouldn't be given sustain/defensive stats. Rylai's Crystal Scepter is the odd one out in this argument since it can be used for both cases. However, the item had to be nerfed into the ground to prevent it from being overly-abused by burst mages. Other items such as Athene's Unholy Grail and Abyssal Scepter had to be changed completely to prevent this abuse as well.

The point of mpen items is to almost always take Sorc's Shoes on mages just so you do relevant damage and whatever else in case you need it, as opposed to offering an AP version of Lethality which would be really busted as no one gains much MR per level.

If you don't take Sorc's Shoes as a mage, then either you don't do much damage in fights or you're pulling some sort of shenanigans.
