Shen has been around for quite some time now and I'm disappointed to see that he still lacks a skin that has good particle effects WITH voiceover. Don't get me wrong, pulsefire shen is an amazing skin but there was so much that could've been of that skin that wasn't

So you mean a Legendary? It just happens when it happens. They have to get what they feel is the right concept.
