Passive: life bound: Rag'maw gains bonus 3% health for every nearby ally

Q: Leech strike:

Active: Rag'maw can toggle Leech strike, each attack he pays 2% of his health to deal (10%,12%,14%,16%,18%) of his total attack damage.

W: Death shackles:

Active: Rag'maw pays 5% of his health to channel for 1.5 seconds, after the channel, Rag'maw then shackles all nearby enemy champions (550 units) and quickly draws them closer to them, dealing (50, 100, 150, 200, 250) physical damage plus 22% of his total attack damage.

E: Soul harness:

passive: Rag'maw replenishes (1%,2%,3%,4%,5%) of his health for every unit he kills. This effect is doubled when he is below 20% health.

Active: Rag'maw dashes quickly forward (275 units) If he hits a unit, he steals (2%,4%,6%,8%,10%) of the target's maximum health (excluding epic monsters) and his next basic attack does that damage stolen as physical damage plus 15% of his total attack damage.

R: Void drain:

Active: Rag'maw pays 7% of his health to steal a percentage (lvl 6 = 4%, lvl 11 = 6%, lvl 16 = 8%) of all nearby enemy champion's total attack damage) (550 units)

Severally OP. Lower the values a lot and then maybe,. But almost 20% MAX HP, cmon.
