Once a Piltovian doll maker of high skill, Liberius threw away the once-pure vision he had, in his attempt to create the “perfect” doll.

The elder son of the family, Liberius grew up in Piltover’s slums with his parents and younger sister. Though they were poor, they were a happy family who lived a quaint and simple life. Yet Liberius always believed in something more, as if he could obtain a better standard of living for him and his family.

When he was 14 years old, while wandering the rundown alleyways in hopes of finding money to buy a gift for her sister's birthday, Liberius discovered an abandoned box full of various leftover gears, levers, and Hextech equipment. Believing he found what he needed to turn around his family’s situation, he took the box and its contents home, and shut himself in his room as he set himself to work. As he rummaged through the box and picked up a weathered Hextech gear, he inadvertently cut himself on a sharply weathered edge of the magical piece of machinery. The cut exposed him to a run-off of magical energies emanating from the gear, and as a result his body absorbed those energies, before he soon fell unconscious from the sudden absorption of power.

After the brief spell of unconsciousness, Liberius discovered that he could manipulate various manners of mechanical equipment. After fiddling with the gears in a humorous, makeshift puppet show, he remembered about the promise of a gift for his sister.

A picture came into focus in the corner of his vision. It was the rather crude drawing of a woman in a dress, done by his sister, Aurelia. Using the gears he had just manipulated, he crafted a makeshift doll in the drawing’s image after many laboring hours of concentration, perseverance, and a little bit of luck. His sister was very pleased, and so was he.

After many years of practice, Liberius opened a humble shop for his doll-making, intending to use its profits to better his family. He later met the woman of his dreams, Cecilia, and the two wed soon after. His doll-making business soon grew highly successful after years of hard work; his dream of finding a better way of life for his family was completed. Soon after, however, a new desire overtook him – the creation of the perfect doll; a dream that would turn his entire life around.

Mere mechanical gears and painted glass could no longer satisfy the emptiness in his head. He needed new materials, new methods, something that could fill the void. It wasn’t until an injured cat came across his path that a twisted inspiration overtook him. Taking the cat home, he began to work his magic upon it. He first mended its injured leg, and from that access point, he began to reach within the cat with his magic, transforming its skeleton into a metal frame, then gradually turning its organs and flesh into a myriad of gears and levers, all crowned with cat features. He had created a doll out of a living being.

His first doll a success, he began to steadily increase the scale of his projects. He turned a dog into a doll, and then a horse. His new works, highly praised for their realism, garnered much acclaim, but they still did not fill the emptiness within him; rather, it only fueled it. And soon the emptiness turned into madness, as he turned his eyes upon his fellow humans.

During one of his daily walks about the city, Liberius encountered a young orphan girl with an arm freshly broken. She recognized him as Piltover’s acclaimed doll-maker, and allowed him to treat her injury – a mistake she would never be able to regret. He transformed her into a Piltovian Doll, a porcelain doll of such fine quality that it appeared as if it were human; his twisted work had set an entirely new standard of doll-making in Piltover, but not even this work was capable of easing his mind. He needed something of grandeur. Perhaps a doll capable of combat, he believed, could finally prove enough of a challenge to quell his desire for perfection. Soon after, he was approached by Piltover’s police department, who wanted him to craft another Piltovian Doll for combat purposes, though they were oblivious as to how they were being created.

Liberius used this opportunity to draft out what he believed would be his magnum opus, a Piltovian Combative Doll. Yet, he needed something that would cost a high price; indeed, for greatness, a high cost must be paid. He transformed his parents into such dolls, and after a time, even turned his magic upon Aurelia. The dolls he had created were of such lethal beauty that he finally felt the emptiness inside him go away, the madness dimming. But he needed to fill that void with one final work, and he did so by turning his doll-making magic upon his own wife, Cecilia. He transformed her very being into a beautiful work of art, alluring in its own right, and endowed her with immense strength and killing power. He turned her very bones into the frame upon which he worked. Her skin, to metal. Her clothing became reinforced armor; her dress weaponized. Her long, flowing pigtails turned into fearsome blades, her hands were turned to crimson sharp claws. He installed hovering devices into her feet, lifting her above the ground as if she had been elevated to perfection. And through the process, her eyes maintained their striking blue coloration, as if her soul had remained intact through the agonizing transfiguration. It was in the final stages that he was interrupted in his work, by Sheriff Caitlyn, who had investigated his family’s mysterious disappearances. Her interference caused one of Cecilia’s beautiful eyes to shatter, ruining the perfection Liberius so dreamed of having.

Through clever manipulation of his fully-mechanized workshop, Liberius managed to evade arrest and flee Piltover. Now, however, he is armed with a fully-functioning and obedient Cecilia following him, and his desire to craft the perfect doll has only been magnified.

Beware, citizens of Valoran. In Liberius's eyes, you are but a puppet on the end of his strings.

Wind-Up Doll, My Darling (Passive) Liberius winds up Cecilia, granting her bonus Attack Speed as he gets more Movement Speed. Cecilia gains movement speed whenever she attacks an enemy unit, stacking up to 4 times, and decaying 1 stack every 4 seconds. Bonus Movement Speed: 3/5/7/9% Cecilia gains 1.5% bonus Attack Speed for every 1% of Liberius’s bonus Movement Speed.

Go, My Darling (Q) Cost: 50 Mana Cooldown: 14/12/10/8/6 seconds Range: 700 units (from Cecilia’s current position) Liberius commands Cecilia to leap to a target location, dealing damage; enemy units she encounters will be knocked up for 1 second. Cecilia’s next autoattack will deal bonus physical damage and slow the target by 40% for 1.5 seconds (prioritizes enemy Champions). If cast during stasis, Cecilia will not autoattack. Damage: 50/95/140/185/230 (+.4 AP) Bonus Damage (Cecilia): 30/60/90/120/150 (.3 AP)

Come Back, My Dear (W) Cost: 70 Mana Cooldown: 18/17/16/15/14 seconds Liberius commands Cecilia to return to his location, causing her to instantly teleport to him. Upon her arrival, both Liberius and Cecilia gain a shield, and Cecilia assumes a defensive position in front of Liberius for 3 seconds. Upon cast, Cecilia will face the direction of the cursor. Cecilia will block one non-projectile ability, as well as block one projectile ability. When cast during stasis, Cecilia’s stasis period is extended by 1 second. Shield Strength: 60/100/140/180/220 (.35 AP)

Tear Them Apart, My Doll (E) Cost: 50 Mana Cooldown: 12/11/10/9/8 seconds Range: 250 units Liberius commands Cecilia to attack a target within range. Cecilia will then tear at the selected target, dealing high physical damage over 1.5 seconds. Nearby enemy units are dealt equivalent damage. Kills and assists reset this ability’s cooldown. If cast during stasis, this ability deals 85% damage. Physical Damage: 90/140/190/240/290 (.3 AP)

Deus Ex Machina (R) Cecilia, My Darling - Passive (This is automatically available at Level 1): Liberius is aided by his puppet, which can be controlled by his abilities, and through use of the Alt Key. Cecilia automatically returns to Liberius’s position after 5 seconds of being out of combat, where she will regenerate 1/3/5/7% of her maximum health per 5 seconds. Reducing Cecilia’s health to zero will induce stasis, whereupon she will slowly recover her health over a 30 second period (this can be reduced by 2 seconds for every 10% cooldown reduction). While in stasis, Cecilia cannot be targeted, but she cannot attack or move. While in stasis, Cecilia can only be repositioned through Liberius’s abilities, or until the distance between them is at least 1,500 units (this distance will result in Cecilia automatically teleporting to Liberius’s position). This distance applies to both stasis and non-stasis.

Make Them Mine, My Dear - Active (This is available for use at Level 6): Cost: 100 Mana Cooldown: 140/110/80 seconds Range: 300 units (from Cecilia's current position) Cecilia lunges forward a short distance from her current location, then grabs a target enemy Champion, stunning them for 2 seconds as she carries them toward Liberius. After 2 seconds, she will eviscerate the target with her hands to deal heavy physical damage. If a target’s health is within a certain threshold, a particle will become visible to all players to indicate that the damage is lethal. If activated during stasis, the stasis period is reset. Physical Damage: 200/275/350 (.5 AP)

Liberius is relatively tall, standing 6’ 2” tall. He has a slender frame, but still possessing some muscle; his shoulders, in particular, are quite broad. His sand-blonde hair is of medium length, and is neatly brushed up, never falling over on to his face. His eyes are a striking shade of magenta purple.

Liberius wears a long-sleeved violet shirt, with light purple rimming. He has white pants with cuffs tapering off just below the knee, covering the top of his violet-colored, knee-high boots. These boots are reinforced with a visible steel toe. On his hands are white cotton gloves. He wears a violet cape, with brown rimming. To conceal his identity while traveling, he wears a steel mask over his eyes, resting on his nose. Liberius’s voice is a deep baritone, with a charming tone, but cold, callous, and calculating. He speaks with standard volume, projecting his voice when need be.

Cecilia exceeds Liberius in size, standing at 7’ tall. Her preserved frame is slender, and despite her mechanization, she is still dressed very modestly. Her mechanical complexion is a pale, metallic white. Her eye color is a beautiful, aquatic blue. Her hair is mechanized, but the styling is retained, as is the striking yellow-blonde color. Her bangs frame her face, while the rest falls down to shoulder level. She possesses one incredibly long ponytail, going from head level down to her feet, and mechanized as a blade. Her arms are very long – her claws would drag on the ground if not for her hovering capability; thus, her hands are held at rest in front of her as if in prayer. Each of her claws possess a crimson hook shape – ideal for slashing, and painful grappling. Her mechanized dress is violet colored, matching Liberius’s shirt and cape. Her transformation has left her without true feet; they now appear as constructs resembling shoes which house her hovering engines.

She once had two eyes, but after Caitlyn’s interference her right eye was shattered. Liberius managed to repair most of the facial damage that resulted, but was unable to replace her eye. Her inner framework can be seen within, and her trapped soul still resides in the mechanical frame, unable to leave. Her soul can occasionally be seen moving past the eye socket.

Cecilia’s voice is of an alto pitch. She has a gentle tone, warm and caring in how her words are spoken. Her voice is incredibly hard for others to hear, however; one must be within at least two feet of her to hear her voice.


#Tips

Playing with: • A large part in succeeding with Liberius is proper management of Cecilia’s position. • Cecilia will automatically return to your position after 5 seconds of being out of combat, but can immediately return to you with Come Back, My Dear while still in combat. Determine which method of return you want to use depending on the situation. • When Cecilia runs out of health, she will enter stasis for 30 seconds. During this period, she will recover her health, but cannot attack. However, she can still be moved with Liberius’s abilities. Keep in mind that Make Them Mine, My Dear will reset her stasis. • Cecilia will dash forward slightly for Make Them Mine, My Dear. Combo this ability with Go, My Darling’s gapclosing capabilities to catch your opponents off guard. • Cecilia is immune to the Summoner spell Smite. • Liberius, despite his primary role being a mage, possesses incredible flexibility with his build paths, as Cecilia also gains the same stats that he does (except for Ability Power, Magic Penetration, Mana, and Mana Regen).

Playing Against: • Be extremely wary when going in as a Jungler; Cecilia is immune to the Summoner spell Smite. • Focus on Cecilia if she is in the front of the fight, in order to greatly weaken Liberius’s overall damage potential. • Liberiu is not entirely defenseless when Cecilia is in stasis, as he can still manipulate her position. • If you are careless, a Cecilia in stasis can prove more fatal than an active one. • Forcing Liberius to activate Come Back, My Dear early will leave him vulnerable when Cecilia lowers her guarding position. Take advantage of it. • Pay attention to what Liberius is building in order to determine his playstyle; adjust accordingly.

#Closing Notes

Hello, everyone, and thanks for reading my concept! To be honest, this is the first one that I've posted on the site (I have about 60+ on my computer, but they need more work), so if you could give me suggestions/comments/helpful tips, then I would greatly appreciate it!

This concept was drafted about a year ago, and the kit was inspired by Relius Clover from the BlazBlue fighting game series by ArcSystem Works. The appearance of the character in this concept is thus heavily inspired by him, as well. I might add more to this post, such as in-game quotes, just as long as I don't overload it (I have 13 pages of Microsoft Office Word going for this concept; 4 pages just for the quotes alone!)

Love it! Would love to see a Rioter comment on it regarding numbers. There seems to be plenty of counterplay opportunities. I think Ceclia could be a little tankier at earlier levels, but you'd have to do some testing on that. Also, is Cecilia's health/resistances augumented by items?

Why do people use images of characters/icons from other games? Also, I'm pretty sure (along with the image) that you ripped the ability names from BlazBlue as well. I've not played Chronophantasma, nor have I seen anything involving Relius Clover, but I'm dead certain some of his moves in the game go by those same names. Plus, the ultimate is /definitely/ ripped from Chronophantasma, since Relius' wife (the machine in the image) is a Nox Nyctores called Ex Machina. Please, consider not ripping from other games.

Uhm, way to combine Azir and Oriannas kit!

I understand that you have been putting quite a bit of time in this, and obviously its just a consept, but you should really check out how OP she would be. Her passive is sick, with that movement speed buff, needs to be nerfed, Can you imagine her lategame with 45% extra ms at any given time(with a bit attackspeed)?

Also What do you mean with: (Cecilia does not possess Mana, Mana Regen, Ability Power, or Magic Penetration)-> All her skills stack with AP, can you explain?

Stasis-> Too OP

Immune to smite -> Never gonna go through with riot^^'

Also, maybe ease up on the descriptions, or at least split them up with a simplified version, this is alot of reading and wont have space for all the texts in the ability description.
