Blue essence in hextech

When you have all champions, they become useless. Lets say : 1k blue essence gives a key fragment? Would help players that own all the champions

They are working on adding more stuff for those that own all the champions. Just give it time.

It was right on the launch page http://na.leagueoflegends.com/en/news/game-updates/features/hextech-crafting-now-live-na in the FAQs at the bottom :) as for "what" they are doing, no idea.

Though Champ shards are still "slightly" useful, since when new champs come out you can re-roll them into a permanent new champ and get it without using it (which I've done)

Waaaaaaant I waaaaaaaaaant iiiiiiit!!! A good way would be a large pot of IP, thats distributed at the end of each year, and evenly spread to all players
