Allow people to swap IP for RP not much of course i don't see what the problem would be of giving 10,000 IP for 100 RP if you have no idea what to use your IP on. I just thought it would be a pretty cool idea.
Something like this couldn't be implemented mainly because bots would just farm IP. We already have trouble with bots as it is, but something like this would bring them out more!
IP can be used for many more things than buying a champion. Runes require IP, expanding rune pages, New icons for IP often come out, champion shards come out that can be used as a blue essence substitute when crafting champion mastery. Riot could open up more avenues to use IP, but I not a fan of iP being possible to convert to RP. Its too little to late in my opinion. Some players have saved well over 100,000 IP because they are only spending it on champions rather than fully maximizing the rune page or champion mastery options. As a result it makes it appear that there are way less uses for IP than there actually are.
