Sherif of Bilgewater

So it dawned on me that Bilgewater has this Wild West theme along with some piracy so I feel like it lacks the Sherif so you got a dealer that is TF and a wild Clint Eastwood with a shotgun i.e. Graves and you have a ghetto Illaoi and a sexy penelope cruze which is Missfortune and big daddy Gangplank but there is no Sherif in town? I think a new Sherif in town is an excellent Idea for a League of legends Champion so here are my thoughts

first of all the lore would go something like this: ( P.S.: I am not good with lores so Riot can do what it likes with it)

The Sherif was born in the heart of Bilgewater. He had a talent for quickdrawing and sniping so much that he was acknowledged by the civilians of Bilgewater to be a miracle because once he sets his eye on a target he always gets it. He was a good man at heart so he wanted to always protect others and because that was his passion and what he loved doing. He was named the Bilgewater Sherif and he had a badge with his name on it. At one point in his life he was passing by a Casino and surprisingly Twisted Fate and Graves were present and because they were so infamous he had to stay there to see through it to the end. Twisted Fate was having a card game and with the ace up his sleeve he would pretty much win causing his opponents to be enraged. Having noticed that Twisted Fate was cheating. The Sherif shot Ace of spades that Twisted Fate had right in the middle and said.

" Not this time Fate. You're not cheating on the Sherif's watch."

Twisted Fate with a smug smirk said.

"Heh! Looks like trouble..." The spade that was hit by the sherif started getting coated in yellow

Graves then started loading his shotgun as he said.

"He is no trouble Fate... Hey Sherif!"

One of Graves' cheap tricks is the smokescreen bomb but that wouldn't fly by the Sherif.

The Sherif quickly drew another pistol and had shot Graves's and Fate's hands before they attempted to throw anything at him and then said.

"When I say you can't cheat. I ain't playing partner. You two are infamous and there isn't a move in your books that I don't know how to counter. You better play nice...or else!"

At that remark Twisted Fate just Vanished and Graves Shot a wall and just Dashed away and now the Sherif is on his way to make Bilgewater his.

Abilities:

Passive: Righteous cause: Righteous cause basically puts a bounty on each enemy champion that makes a kill which would give that gold to the Sherif if he kills an enemy champion and the bounty money is halved if he only assists in killing the enemy champion and after a champion is killed the bounty disables until the enemy champion starts killing again which then increases his bounty over and over. The bounty scales with both levels and how many kills the enemy champions have. So from level 1 to 6 the bounty would be an extra 300 gold that is if the enemy champion didn't have any early kills but if the enemy champion has a kill or more then the bounty increases by 20 gold from levels 1 to 6 but from 7 to 11 the bounty increases from 300 up to 500 and the increase per kill is now 50 gold per kill and from level 12 to 18 the bounty is 800 and the bonus per kill is a full 100 gold.

Q: Shot Call: The Sherif calls out the enemy champion rooting him from 0.5 seconds up to 2.5 seconds at max rank this can be turned into a mere slow by a 20% up to 50% at max rank by turning your back to the Sherif. if the root connects it deals a new debuff which is " Called out" Cooldown 10 secs at rank 1 and 6 seconds at max rank and costs 50 mana. The range of the call is also increased by ranks so it becomes like an Evelynn's W at max rank.

W: Call out punishment: This consumes the debuff of one being called out and it's basically a double auto attack reset which can be cast two times in a row. They both apply on hit effects but the first one which doesn't consume the debuff refreshes the root timer on the called out champion while the second hit deals true damage ( It can be cast on towers but the true damage will not trigger it will look like a Lucian's double shot) Mana cost ( 20 to 50 at max rank ) Cooldown (4 seconds to 2 seconds at max rank ) The damage would be something like (20/40/60/80/100) for each hit with both applying all on hit effects. (Deals extra damage to jungle monsters)

E: No to Crime: When an enemy champion uses any form of hard CC on the Sherif or any of his teammates he can cleanse that champion from the cc and make him immune from all CC for 2 seconds which increases to 4 seconds at max rank and heals them from any damage they took from that certain specific cc ability that hit them. ( Cooldown 30 seconds at all ranks )

R: Eye on Target:

Passively: The Sherif has increased auto attack range on any champion that has a Righteous cause bounty on his head and it scales with enemy champions per kills and the rank of this ability ( The rank is only towards those champions not a general auto attack range buff like Tristana Kogmaw and Aatrox ) Also auto attacks on bounty targets give the sherif slight movement speed by auto attacking them ( like phage)

Actively: Once activated the Sherif gets slightly larger in size gaining a boost to his attack damage and movement speed for 5/7/10 seconds and the ability to use his W 3/5/7 times without cooldown and with half the mana cost. The boost to the attacks damage would be like 40/70/100 and movement speed would be 40%/60%/80%.

I don't currently have a picture of him or a name other than the Sherif but I am really feeling the concept and can imagine it on the rift

Aight so I don't know what makes you think a sheriff would survive even a week in Bilgewater but he wouldn't.... 4 days tops

Second of all, Bilgerwater isn't really a city inspired from the wild west but rather the Pirate Fortress in Pirates of the Caribbean, the city is lawless and is controlled by pirate gangs (Gangplank used to be the king before he got defeated so Bilgewater is in a constant battle over the city right now but Gangplank didn't truly die so he might become the King once again)

Also there is already a sheriff champion: Caitlyn

From the champion concept:

Passive: Is just special shut down gold just for him? Which is cool I guess but in some sense we already have such a thing with Draven passive and well... shut down gold ^^

Q: 2.5 second point and click root when facing the sheriff is too strong, especially since he is an ADC. This might as well be an ult it's that strong. Nerf the root duration and make it a skillshot. Still ADCs having hard cc on basic spells is dangerous.

W: Seems cool but you should remove the bonus damage or nerf it since Lucians passive has a lower AD ratio for a reason.

E: 4 second immune to cc? on an ADC? that also heals? on a basic spell? ehh... no, this is even too strong for an ultimate

R: I like the idea that he has higher attack range towards "wanted" targets (but it should cap at some point, maybe at 3 kills or so)

And nerf or remove that 40/70/100 AD buff that is just nuts and 80% bonus movementspeed is also nuts on an ADC (especially if you combine both). But that W thing is cool too.

Maybe give him a mechanic that he has ammo (6 bullets for the revolver) and add some flavor towards that.
