I was thinking of new mechanism and thought what about a champ with no basic attack? it would be very fresh and fun champ

I tried that concept a couple of times. First was a champ that was a giant worm that gained segments as he leveled, the other was a giant rock who could only move by dashing every 1.5 seconds, and that was essentially his autoattack
how does one cs
He would either become a very useless champion with the least gold in the team, or people never played
before.

This is very difficult, as well as gameplay ideology breaking. Its not a new spin on what we think of a champion, its a paradigm shift. Many abilites (dodge for example) is based to counter this basic and universal feature.
In my limited knowledge on how to make this work would be 4 ways.
A short ranged swain ult that is always on.
Basically, a manual attack. Using a skill to "replace" your aa. You can think of Urgot Q that's a bit better.
Crett's idea of fusing the move command as a attack command or Alistar passive.
Orianna style attachment that does your AA for you. You just control placement. I saw this on one of Lutzberg's concept.
I had a concept in mind where this would work. Connie, the Mecha-mancer , and her Brawl-bot, Crunchy.
The idea was essentially a Yordle girl with a radio controlled robot that does all the actual fighting for her, but she needs to still physically be near to control. Crunchy could still die, but his floating core would stay with his creator until he reconstructs.
All of her abilities would be special attacks for Crunchy when he's alive, and mobility / peel / Robot repair while he's dead. With Connie having no actual damage herself.
technically there aa are non existant, so try using things along those lines.
