League of Legends lacks a truly evil Villain.

While Garen will say anyone on the enemy team is the Villain I think it hurts the game a little bit for there being no true Dark Side. By Evil I mean the person seeking to destroy not because they want something but just because they're a prick. A type of person who literally every character in the game hates and if it ever came to it would unite to kill this person.

If you think Noxus is the central evil then you're unaware of the fact that they're the only free nation in all of Valoran. Demacia has a brutal level classicism and judging from Lux's lore a decent level of sexism but I'm unsure of it because Fiora seems to be respected enough but she could be as special occasion since well she's on the upper echelon.

The Void could be the villain but they're more of an invasion force, we just don't really know where from. We know that they want everyone dead but alot of people want everyone dead so what's with that. They still aspire to helping their fellow void creatures and wish them the best. They have fears such as Rek'Sai being their species equivalent of a tiger and they're just seeking to expand their borders...through interdenominational invasion, sort of like

While you might not agree with them they're still just people doing what's best for themselves.

The Shadow Isles certainly has some nasty creatures in it but again they're moving to further a goal that we're just unaware of. they're not really a villain just a problem for the living. Which in just about every other context that'd certainly be the person I'm talking about but League seems to be like dragon Ball with death just kind of being a bump on the road.

Good Ole Palpatine. Not only is e evil but he loves being evil. He's the old man who knows he's going to die soon so is only goal in life is to ruin as much as possible on his way out.

He kills his more powerful master in his sleep breaking his code, he starts the largest war ever, he creatures an Empire then intentionally sabotages those under his tutelage, not to challenge them but he because he just likes suffering. The only person who comes close to this wind pisser is Sir. Malicious Metal himself Mordekaiser . But Palpatine's even worse then he is. Atleast Morde likes stuff, Palpatine went out of his way to eat a planet with lightning.

Why?

IT EXISTED!

Palpatine is so eivl that he found a way to go to the afterlife and mock those who had died because including his master and best students?

Why?

Because he could.

The only reason he even had children was because he thought that despite him being immortal he'd actually might be killed through some means he couldn't understand and feared that no one would keep up the pain. That's his goal in life, to be a a giant middle finger to the universe and to keep that ball rolling for as long as possible, if forever. The worst part is that he does it with a smile.

League lacks this kind of character, while there are certainly arrogant and power beings there is nothing that everyone just hates. Even a previous sith lord who was doing what Palpatine did 4,000 years before the man was born felt the amount of suffering he'd bring to the universe, then STOPPED his own crusade of pain because he knew he could never live up to that guy.

League needs this kind of character. It needs a true villain.

Mordekaiser is kinda the villain character at the moment. Has a Lich King motif going on here. Now if only Riot actually gave two effs about his kit.

2D true evil is a bit boring though. Hard to make something complex without grey areas.

Viegar is evil for its own sake,

Gangplank is a friggin' pirate king,

everything in the Void wants to destroy Runeterra for its own reasons,

Mordekaiser is a lich emperor who wishes to reinstate his reign of terror on Valoran with the help of the undead plague that is the Black Mists,

Noxus seeks to crush everything in Valoran it deems weak or inferior,

Lissandra wants to conquer the world in a global ice age,

Syndra is power-crazed and feels entitled to the world for it,

Viktor is basically Cyberman Stalin,

Nocturne wants to horribly murder everything living in Runeterra simply because its existence offends him,

nobody knows what the hell Fiddlesticks is up to but it clearly involves making lots of people dead or mad from fear,

Xerath exterminated his homeland in a botched effort to get revenge on someone who didn't even wrong him and is now caught in a perpetual power trip,

Thresh horribly tortures anyone he comes accross for the rest of eternity just because it amuses him,

Brand wants to burn the world,

Dr. Mundo has a PhD. in murder and regularly commits crimes against humanity just because he can,

and the horrible crap Singed has done has found its way into several different champs' backstories.

Personally I found Palpetine boring.

You mentioned no one being truly enemy #1 to everyone, well, Palpetine wasn't enemy #1 to the largest political and military force of his time. He ruled the damn thing. So you can't be looking for someone who's hated by everyone.

A few thoughts:

  1. Nocturne: He would fit the bill I'd think. He's an extremely powerful being who loves to drive people into suicide through fear just for the kick of it. He killed a lot of summoners, the beings that run the League of Legends. I mean I haven't read a lore where there were more of them killed by one being.

  2. Xerath: The guy destroyed an entire empire just to get more power, and then laughs in the face of everyone about it.

  3. Thresh: Thresh... I mean the guy tortures people for days just because he can. Physical, as well as psychological. He tortures the dead for eternity. He does it just because it's fun. He's not out to conquer the world, but anyone who runs into him will be having a horrible few days.

Syndra

Her lore is basically 'Screw the Light Side and talking about balance, I just want to reach my unlimited potential and use it for my own ends.' She even killed her master and raised a floating sky fortress. She's never really had any big lore event tied to her or tried to destroy a civilization, but Syndra basically is set up to be the villain who is evil for the sake of craving more power and not caring about the weaklings that get in her way.

I only know the movies, which is probably why I don't see Palpatine as you described, but as a boring and bland evil overlord craving power for the sake of power, that got overshadowed by his pupil in terms of badassery and intimidation.

Having a character that is evil for the sake of evil doesn't really work, even Tahm is evil, because he enjoys and feasts on suffering and not because he just likes it.

He is torment. He does it just for enjoyment. It is what gives him purpose. There is no end goal; just another victim to be had.
