Should Spellbinder work for toggle spells?

Title.

Someone I was playing with earlier was a bit dismayed to find out that it doesnt work for toggled spells, only on the activation of a spell. So someone like Yasuo or Syndra can quickly charge such an item due to them having to cast spells a lot, but a toggle spell like Karthus E will only give it one charge.

IMO it's kind of strange that with the stats it grants, it doesnt work for some of the champions that have toggle spells. I have a feeling that making it charge per mana expenditure would be really strong for some champions, like AurelionSol , who currently doesn't benefit from it much due to it only working per cast so he can't charge it with his W. Maybe if it got a slight nerf to raw stats they could enable it, cause AFAIK Aurelion Sol makes great use of movespeed.

I was just testing this, thinking it would be an awesome item on Amumu or Singed. To my extreme disappointment, the item does not stack with toggle abilities AT ALL, nor does it charge with form changes like Nidalee/Elise/Jayce. It does not gain stacks when the abilities are toggled on/off or when the abilities use mana. I can understand not stacking with the toggle, as it could be abused rather easily, but I do believe it should charge with mana expenditure like the tear items do. Champs like Asol, Amumu, and Singed who would LOVE this item basically can't use it because of the way its currently coded. It currently can only be used on champs who can effectively use tear of the goddess builds (Cass/Ryze/Ezreal). As someone who likes AP initiators alot, this is a big letdown.
