Because Rule 63 shenigans or similar sorts are always a lazy way to make money and do a lazy catering of fanservice (aka 'female' characters make people do Fry's meme from Futurama).
Anyone else notice that the closest rule 63 based LoL 'offical' skin i ever seen would of been Monarch 
and thats mostly because he looks like some 'pretty bug'?
It would have to be a Ultimate level skin if they did do something like that.
New voice work, new particle effects, new animations... the whole nine yards.
I mean, it could be kind of neat to see what is essentially some "gender swapped" Champions but it would not be a small investment to implement.
