This is probably concept art for the comic that will be coming out at the end of the year, which details Zed hunting one of Ionia's deadliest assassins, presumably Jhin.
We know he's going to be tracking down an assassin, presumably Jhin. We also know that Jhin is heading to Piltover/Zaun. I wouldn't be surprised if this is a Piltover-inspired outfit/disguise for Zed.
It was a teaser of upcoming Zed comic.
