Appearance: Cane is 190 cm tall (6'ft 2 inches) and he's the best gymnist in his school. He has black eyes and nice slicked brown hair. He wears a blue t-shirt and jeans. He has a big spider tatoo on his right arm. He has big muslces and a sick sixpack.

Play style: Cane is an ad top laner, ad jungler , ad midlaner or ap mid laner. All cane needs to get fed in top lane is at least 3 kills and farm! In mid lane kills are more important (ap). When jungling you can take camps down with ease.

Cons Champion with gap closers can make a big problem for Cane. Because he's that tall he is pretty slow so these are the summoner spells that you should take when playing cane

Abilities:

Passive: Big muscle effect Because Cane has really big muscles his passive allows him to deal bonus ad/ap (depends on your build and lane) after 10 auto attacks, and this lasts for 5 seconds.

Q-Ability: Epic spin Cane jumps in the air and spins his legs for a short period of time and deals 50/65/80/95/150 (+70% ad) Range:400 Cooldown: 5s Cost:30 energy

W-Ability : Punch of destiny Cane gains additional attack damage and the first auto attack that he lands will deal true damage. When q is on his spider tatoo glows bright yellow and also the auto attack will silence the enemy. Range: Self-Cast Damage : 100/120/150/200/375 Cooldown : 7/6/5/5/5 Cost: 50 energy

E-Ability : Ripped Apart Cane rippes his jeans open and starts running gaining 500 movement speed (344+500=844), he regens health for 5 seconds (+30 hp per sec/40/50/60/70hp per second). It can be innerupted by getting silenced , slowed, stunned. Cost : 150 energy Cooldown : 25 s Range: Self-Cast

R-Ability : Steroid Madness Cane gets 6'ft 10 inches tall and he gains Movement speed, 150/170/250 ad and the ad bonus gets larger as more he hits. Max ad that he can get on lvl 1 is 300 lvl 2 350 lvl 3 400 ad . Cane after the ultimate is over loses 50% of his ad and gets slowed. Looks good so far, need a few numbers to get an accurate guage on his overall power, most notably on his passive and downtime after ulti. You mentioned an AP build, but the lack of any ap ratios anywhere else means that was probably an early idea that you forgot about as you worked on the kit, not that it is a bad thing because he is most definitely a more AD focused character and concept. Lastly for his E, there are diminishing returns once you get over ~450 movespeed and even more over ~500 movespeed. I'm not certain on the exact numbers, but at the intervals, movespeed bonuses only give half effectiveness and a quarter effectiveness respectively, meaning he will actually top off around 570, which is still pretty damn fast. May also want to add a ratio to that heal there. Playstyle wise, he looks like somewhere between Olaf and Garen, A tanky bruiser who hits R to charge in with a movespeed buff and extra damage, first autoattack silences, a quick spin, then just auto the ADC's face until the passive kicks in, at which point, hopefully you have won the fight because you will now have half damage. Speaking of the ulti, energy based champs have 0 energy cost ultis, and those that did have costs had them removed (see Kennen). Looks good as a start, just need to work with the ideas a bit more to really deliver on the muscle man theme and separate him more from other similar champions.
