Well there was a reason to it being removed in the first place, kinda the same as thunderlords. It's just extra damage, everyone could take it because, why not? There's no skill involved, just hit someone and now there's a bit more damage. It doesn't feel interesting as it's not all that great to use, and you might not even notice that's it's there. Now if you take a look at the keystones we have now, they're mostly situational, you have reasons for picking some over others, it's clear when they're active and when they're not and you're able to both feel and see their effect.
