Ivern has 1 skin (Ivern main btw) I love his champion design but he gets no love on skins Ive also noticed champs like kled, Aureien Sol, and a few others have only 1 or 2 skins but u give all these other champs like 5 skins because they are more often picked....

I think it might be that they only want to prioritize skins they think will sell. You think that it’s a coincidence that Lucian, one of the most op adc at the moment, gets a legendary skin? or like all of the kda skinline was popular champs, it’s pretty sad though, being an asol main I feel ur pain of having an overlooked champ in terms of skins, although I got mecha, it was disappointing after such a long wait and the excitement of hearing of a new skin in early 2018.
At least he is rumored to be getting another skin at some time. Poor Rek'Sai got 2 skins and nobody even remembers her.

If a champion is played in the lower percentile, a new skin isn't gonna change that. That's just a waste of development effort on something that won't get purchases.
Riot creates products and services that they think people are more likely to buy, like every other business.
