Rework Project Part 1: Evelynn

Hello there, I am Syn Zykan. I have been trying to figure out why certain champions are in the state they are, and why the community has been calling for nerfs/buffs on specific champions. The thing is Riot likes flashy champions because it makes the LCS popular (it is fun to watch those champs). People think certain Flashy champions are overpowered because of the plays they can make (Lee Sin) but yet he isn't actually all that strong. He gets picked by the pro's consistently because he can synergize well with almost any team comp and has a good early game. People also call for nerfs on champions they feel are incredibly frustrating to play against. Champs like Riven, Katarina, Zed, Fizz (Pre-5.2 patch). I personally don't feel like those champions need to be nerfed, but I do feel like lower quality champions (Such as Evelynn) need to be brought into a state where they compete with the high tier picks and be healthy for gameplay at the same time.

I want to keep all the champions I "rework" to have the same identity they are supposed to, so I am going to post that at the start. If you at any point want to disagree with what I say lets have a healthy discussion in the comments.

So this first one I am doing is EvelynnEvelynn . She is one of my favorite champions in this game and used to be incredibly fun to watch. I do understand that she was unhealthy for the game though as just having her on the enemy team used to force you to play entirely different because her passive stealth + Burst gave very little counterplay.

I feel her identity is supposed to be a Stealthy Assassin who needs to catch the enemy team off guard.
Her early game should focus on farming just enough to keep up, and pressuring lanes with constant threats of a 1v1 or 2v2 turning into a 1v2 or 2v3 respectively. Her mid game should be her weakpoint, this is the time where the advantages she created early should have helped her team get ahead enough to carry her through this and let her farm better for her late game. Late game she should fill a niche on a team of assisting a split push comp, or being a flanking engage starter. Again filling the role of forcing unfavorable fights for the enemy.

She should have decent base stats on her abilities and mediocre scaling. but I am not going to give any numbers for these. And I am making her a manaless champion.

Passive (New) "Unseen Terror" - . Evelynn has increased MS and takes reduced damage from all sources unless the enemy team has direct vision of her (wards do not count). This helps her take less damage when jungling, and helps her get around the map.

Q - Hate spikes - Same as current but slightly faster speed. Also returns a flat amount of hp if something dies within 0.5 seconds of a spike landing. Just adding a little bit of hp sustain as well since spell vamp is so weak atm and I want to keep her as an AP champion.

W - Shadows Temptation (new) - Evelynn marks an enemy with "deviant", this enemy takes increased Magic damage from Evelynn and deals reduced damage to her team for 1 seconds. Since DFG was removed and I do want her to be able to do a good chunk to an enemy without her blowing up a whole team. This generally will be used right at the start of a fight to heavily chunk someone with her skills

E - Ravaging Claws (tweaked) - Attacks an enemy twice in quick succession dealing magic damage, and increases her attack speed. All auto attacks for X seconds deal magic damage instead of physical and are based on her AP. If the target is marked with "deviant", Evelynn deals a little extra true damage to the enemy and their MS is reduced. To be used right after hitting a target with W generally, but is also used to maintain her sustained damage when W is on CD. The slowed movement speed on enemies is to allow her to keep in auto attack distance unless they have an escape.

R - Widow Maker (New) - This is a 2 part ultimate Part 1: Evelynn becomes Stealthed and gains a drastic MS boost for X time (thinking far enough to get from river bush near top/bottom lane to the closest blue buff at rank 1 and slightly further with more ranks) Evelynn can be seen by champions that are close enough to her.

Moving her stealth to a way that warding correctly can save you from a completely surprise gank, but since she can cover a decent amount of distance once she is near you, you can react.

Part 2: Within a certain amount of time of activating Widow Maker Evelynn can activate it again (like riven's ult). A skill shot that upon hitting a target explodes in an aoe dealing a percent of all enemies current hp caught in the blast and slows them for a short time. The target hit by the initial shot also has reduced MR for the duration of the slow. Turning her current ultimate into a skillshot that can reduce a targets MR if she hits who she wants, gives her a reward for aiming it. She also needs to make sure she has a clean engage when she stealths instead of shooting through minions.

I feel like this rework of her skills would encourage her building AP, help her survive in the jungle a little, and allow her numbers to be tuned to keep her in balance rather than having to be kept weak due to a passive that is antifun. Her stacking more AP would let her auto's do more damage because of E and she can deal a lot of damage to a single target quickly while not being able to kill an entire team by herself. Her Q would give her sustained damage and waveclear outside of her autos. Also making her manaless means she can use her skills to clear the jungle and limits her build options (I don't want her stacking a tear in lane and getting stupid amounts of AP from tear/RoA). I don't want her instantly bursting people from out of nowhere, but her having to build AD pseudo tank is just proof she needs to be changed.

Evelyn has a large amount of problems outside of her passive being irritating to play against. A large thing about this is that if she is to be an assassin having 2 spells that increases her continued damage instead of her burst is weird. She also has no escape which historically has been a problem for assassins and while many has gotten a way out by now the few that does not are seen as examples of champions that are hard to balance. On your ult idea: Nice idea but AoE does not function well for an assassin that is meant to kill a single target.

All this considered I would advice you to either give her a new q and e or consider if she should in fact not be reworked into a bruiser that runs people down like she was in season 4.
