Ryze rework concept

I read that Riot wanted to rework Ryze again, and started wondering how they would do it. Now I have come up with my own idea for a rework. Maybe they can even take inspiration of this.

This concept of mine is revolving around Ryze opening, closing and dropping his book. just like in the cinematic.

R: Passive: Ryze permanently has cooldown reduction.

Active: Ryze Opens his book. When he reactivates this ability in a few seconds, he will drop the book. If he doesn't he will be able to reactivate this ability to close his book again.

There is a cooldown on the opening part after closing. There can also be a internal cooldown for dropping the book. Ryze starts off with his book closed.

So basicly it looks like this: |Closed book ~|Opened book (activation) ~~|Dropped book (reactivation within a few seconds)

~~|Closed book (reactivation after a few seconds)
*The different modes do not expire*
___
**Passive:** Depending on the state of his book **Ryze** gains new effects.
**Closed book: Ryze** gains increased movementspeed and his spells deal less damage but he is able to cast them while moving.
*This buff can be gained after a few seconds if this proves to be too strong*

**Opened book: Ryze** loses the movementspeed buff and is able to cast his spell with the normal damage and cast duration again.

**Dropped book: Ryze** becomes supercharged, causing his ability casts to reduce his other ability cooldowns by Overload's(Q) cooldown and dealing half of their damage to all enemies around the main target. However, while the book is on the ground, **Ryze** is immobilized and in order to maintain his supercharge he has to continuously provide enough mana.

*When **Ryze** is displaced or out of mana, his book will fly to him and close automaticly*
___
I think this will make a better balanced Ryze who still can output the same damage but is less of a bully in lane and has clearer windows of counterplay.
You can't stand in lane constantly harassing your opponent while being able to get supercharged when you get dived, Unless Ryze is willing to keep his book closed and deal less damage with his abilities. The mana drain also prevents him from standing in the lane being constantly supercharged.
When Ryze opens his book, he will only be able to get supercharged within a short time limit, after this limit he first has to close his book and open it again to become supercharged.

Please let me know your opinion.
*Remember this is about the concept, a lot of things can be changed to adjust the strength.*
