[Suggestion] Keyfragment drop without owning champion

Right now, if you want to get a chance to gain a key fragment, you have to own the champion you are playing. Therefore you can gain a key fragment when playing champions from the rotation.

I suggest that key fragments should drop even when not owning a champion. Currently I am reluctant to play champions from the rotation, just because you always get the message: "You must own the champion in order to earn its mastery chest or key fragments." It just feels so bad seeing that, and knowing you could have gotten a key fragment.

Now clearly this is holding me back from playing different champions, so please just implement it.
