Double quotes, any way to stop this from happening?

Seen this several times, relatively new to these board so not sure why this is happening or if there is some setting I can use to disable it but see the attached photo.

Why in the world are quotes appearing twice when someone replies? Is there any reason to have it doubled up if I'm trying to view the Red Tracker or really, anything else?
