Quote Length Management

I've seen quite a few people on this board quote for no apparent reason other than to avoid pressing the reply button. I've seen people quote an entire paragraph post to only add less than 1 full line of their own input. I've seen users that I genuinely question whether or not they know the reply button is there, confirmed by checking their recent posts and seeing that every post that wasn't original quoted the entirety of the post they are replying to with no modification or clear purpose (I can give names).

I know there are forums on other sites that require a certain quote-to-addition ratio for someone to quote another user, perhaps implementing that can keep incidents from happening like the one I've provided. People doing this take up far more space than they need to, and seeing multiple people on a discussion do this just slows the pace of the other users reading the conversation without any reason.
