The top comment should not be the most down-voted comment

I don't want to see what people hate the most, I want to see what people like the most instead. And comments like the example shown generate a lot of replies. And after scrolling down for a while, the comment (not reply) below it was another heavily down-voted comment. This is crazy, because now all the trolls get the spotlight and anyone who actually has something amusing or interesting to say gets little attention. I really wish that heavily down-voted comments get less attention then they do now because all that does is inspire people to spread hate or feed the trolls.

It's just chronological

No chronological is another option, see: http://imgur.com/XKRDhoN

It's sorted by most upvotes. Even though significantly more people downvoted than upvoted it, it still received more upvotes than any other comment.

But that doesn't mean it's not the most down-voted. What I'm saying is that comments with a heavy load of downvotes, despite the amount of upvotes, shouldn't get the spotlight. If it has more downvotes then upvotes, then it's a problematic comment.

Yeah but then there's also the factor of people downvoting something just because they disagree or they don't like the person so they go in and downvote everything. Not usually reliable unless the person has something like -10+ downvotes

you're that lazy for complaining for something like this ?
