So are lifetime upvotes a count of how many times you have been upvoted, or how many time you have upvoted someone?

Obviously I'm no red, but I believe it's how many upvotes you've given and received as well as all upvotes that have occurred within a thread of yours. And as posting a post or comment gives you a +1, it also includes how often you post/comment.

I'm pretty sure it is been upvoted.
When you create a new post or comment, you auto-upvote yourself, so posting does increase your lifetime upvote total.
