As a person who just got posting permissions for ANYTHING, and was frustrated I had no place to discuss things sooner, I have learned I have no reason to join GD.
Sure, I might want to, but I'm not a big part of the community (I barely know what the community is like) so the lack of option helps me focus on getting involved in the game and/or learning about the community through the specific boards. Things we want aren't always good for us.

Every server has its own GD. Why do you want to discuss general topics with people you don't, and never will, play with?
(Also, it looks like you're still level 11, which means you couldn't access any GD)
I don't think the answer lies with Riot changing the way they handle the boards. I think the problem is the root of this desire. Dig that up, and take an honest look, and then you can better present your case, if indeed you still find the desire worthy of feeding.
