The creation of a lore Board is necessary and will be a lot of fun. The only place where we can talk about lore atm is in Miscellaneous, which is kinda ridicolous... Adding a lore will give a place to all those people who want to discuss the lore, theories, and everything regarding Lol's story

Riot knows that people want a lore board (and a roleplaying board, and a new player board, etc). They fully intend to give us one at some point. But they're not going to do it quite yet.
The reason is that, right now, there aren't that many people using **Boards **who will post in that board. The community here just isn't big enough, yet. So what could end up happening is that the lore board ends up becoming a ghost town. Nobody goes there to post there, so nobody ever goes to look for new posts, so nobody posts there because they won't get enough visibility. And then all the sudden you've got the same problem Riot has with GD on their old forums - everything gets dumped in GD, because it's the only place you'll get visibility. They're trying really hard to avoid that.

You are making the assumption that they will do what their fans want with no other reason than that their fans want it, but after have been a Blizzard fan boy for almost 10 years I've quite given up on any wildly popular company giving you anything but what they want you to have.
Hyrum Graff1 votesThere was a post a while back, I think it was by Pendragon or Tamat, where the dev said they're looking for about 50 posts per day to warrant a board for that topic.
They have a long-term vision for Boards that I'm not entirely privvy to, but I know it involves things like player-created and managed boards.

MrBuffington2 votesI've actually heard that Riot is moving from giving LoL a cohesive lore, to having champions just be famous heroes from Runeterra that come together to fight (or something like that). I think this is also why Journal of Justice was cancelled. I find this rather sad, but I guess it would make more sense with the game (ie. why you can have Darius and J4 on the same team when they probably want to kill each other).
CupcakeTrap1 votesThe way Factions handles this: the League was founded to prevent world-destroying warfare. Almost all disputes that come before the League are settled with matches on the Fields of Justice. In these matches, as a show of international cohesion, Champions must fight for whoever summons them. (They could try to throw a match, sure, but the League has mind-reading magic and could surely detect deliberate treachery. The risk to the Champion and their faction would simply be too high.) Factions itself is based around the idea that every now and then, a dispute arises which is so major that they allow Summoners and Champions to declare for specific factions for the course of the dispute, because (e.g.) if Ionia is being invaded by Noxus the League won't demand that Karma fight for the Noxian side if they summon her.
It's an excuse plot, but it's actually a pretty good one. I like that it gives players and matches a clear place in the story.
MrBuffington1 votesI agree that's what the story is supposed to be, but because in the game you can have Karma play on the same team as Darius and Draven, it doesn't quite fit with the game as it is. In Factions, it makes sense, since I think you have to pick a champion for a certain side when you play, but the live game doesn't require this.

If it's just a random argument about how high of a tax rate Piltover can apply to cupcakes from Bandle City, it's not that surprising to me that Karma and Darius could end up being Summoned by (say) Piltover. They don't really care.

CupcakeTrap1 votesMy headcanon theory is that random solo queue games are parts of fairly "ordinary" disputes to decide things like cupcake tax rates and divvying up minor artifacts.
By analogy: every now and then, the Supreme Court rules on an enormous free speech case. However, a huge percentage of what they do is totally bland ERISA interpretation and the like. You see somewhat less politicization on those cases.
A more apropos example might be the UN. Sure, they issue sweeping proclamations of human rights or rule on the legality of military action once in a while, but a lot of what they do is much less dramatic.

More seriously, yeah, it's a bit derpy having trial by combat for random trade disputes, but I think LoL is inherently somewhat derpy, and I actually consider this to be a strength.
