[Boards Feature Suggestion] Boards Rioter Database and improved notification system

I would like to suggest a Database on the boards where the Rioters Accounts (Red accounts only) for the boards would be displayed by department. It would work by having the Rioters that have Boards accounts be listed and have their info that is displayed on mouse over shown so that Players can more accurately funnel ideas to the correct department for feedback or inquires. A short description of the departments would also help inform users of differences such as the difference between Champ UP Skin team and the Champ Skin team.

If it has also not been suggested I would like to suggest a notification system much like Twitter has wherein a user is informed when a topic is directed towards them. In example if I were to type @Tamat, Tamat would receive a notification that he is the intended viewer for a discussion. This could lead to problems such as spamming it and to overcome this I would suggest that a user is only notified of a discussion once and a comment tree once per day (minimum 3 comments). Also possible would be to limit the number of notifications to 3 from a single person to the user per day and would queue up afterwords for the following days.
