[Bug]Guidelines hidden by default

Just a small QoL, but I believe that the Guidelines should show when you post a thread without needing to toy around with the dropdown.

Oh, and also include Tag hints in all of them plz. Like [New Player]/[Guide] for G&S, [Fanart]/[Champion]/[Map]/[Video] for fan Creations. I think that would help filter what goes in what sub-community as some them (as well as some topics) are vague,
