and if not, why not? In case it's a "well, english speaking, sorry!" thing, it's not like every country in the allowed regions are english speaking ones
I don't know where you are referring to, but I was in Puerto Rico the last few weeks, which is in the Latin America region.
It directed me to the LAN boards, but I just manually typed in "Boards.na.leagueoflegends.com" and it let me log in here no problem.
Are you saying you try to go the na boards and it blocks you if you're in, say, China?
