The latest PBE changes have reverted a lot of changes to what they are on live, which is a pretty good sign that the next patch is coming soon. (All the stuff that needs more testing gets rolled back, leaving only the changes that are tested and ready for the live servers.)

My best bet is that there will be another round of Vel'Koz teasers in something, and that the official announcement will come right before patch 4.2 comes out, and Vel'koz and any other Void stuff comes to the PBE. I'd expect that to happen in the next two weeks, and my best bet is next Tuesday, but that's just a guess. If you follow PBE changes on Reign of Gaming or Surrender@20 you can look at the changes and see if there's a lot being done. It's also possible that things may take just a bit longer to get the Xerath and Skarner reworks finished up for this patch, since Xerath hasn't had all his sound assets for long.

As for when Vel'Koz will show up for everybody to buy and play on live servers, it'll probably be 6 weeks on the PBE, give or take, so it'll probably be around the end of March before Vel'Koz hits live.

Bear in mind all of this educated guesswork, and there's guarantee beyond soon(TM).
