Make a better Vote & Downvote system, or maybe votes doesn't factor in showing your post on hot/best sections.

Better yet is to make Riot's Official posts about balancing, champions, features, items with a moderator so we can share our ideas and questions about it, players and devs could post anwsers or explanations. Where hate/troll/useless replies would be deleted.

What punishment? If the OP knows himself that his own thread is dumb & ridiculous (such as wanting Riven buffed & Bard nerfed, like wtf....), or that permabanned people think they could have a 2nd chance, then he should have expected for tons of free downvotes.

Sometimes, there are things which doesn't need explanation.

And you do know that a majority of us do not have access to PBE, right?

Most of us have our own pride of knowing the champion's in-depth strengths by ourselves, instead of doing a "see & talk" kind of thing. It's a similar concept to how people kept complaining that Lee Sin is too OP, only when after they tried him instead, they changed their minds about him & decided to learn how to counter him instead of whining.
