Create a punishment for Troll downvoters
Ruins a lot of constructive discussions on Gamplay and Concepts.
Look at this, what's wrong in asking for people opinion?

Pray tell how would you tell troll downvoters apart from real downvoters?
What punishment? If the OP knows himself that his own thread is dumb & ridiculous (such as wanting Riven buffed & Bard nerfed, like wtf....), or that permabanned people think they could have a 2nd chance, then he should have expected for tons of free downvotes.
Sometimes, there are things which doesn't need explanation.
