Riot wants to only ready posts worth while?

We have an upvote and down vote option on the older, more preferred, threads. If a thread receives 'X' number of up votes it must mean that holds valuable feed back, or at least what the community in general agree upon.

So why is there not another list, showing the 'Hot' topics? On this beta forum, there is an option to filter by 'Hot', 'Best', and 'Recent'. Maybe instead of the 'All Community Discussions', put the 'Hottest' threads up there, and then leave the layout and reply scheme the same as the old?

Might be hard to understand what I'm saying right now, I'll try and make a mock picture of it when I get home.

This seems like it could actually work, but perhaps rather than having upvotes and downvotes only for old threads, every member could set their own preferences to see either popular threads or recent threads. One step simpler would be to just have two tabs within every forum and subforum, for both popular and recent. This tab system could also be applied to comments.

I can't speak for all Rioters, but for some reading the forums and interacting with the player base is not part of their jobs. This system would give Rioters such as these the ability to quickly and easily get an idea of popular opinion, but also stops valid opinions from getting burred any more than the general discussion forum, because the recent tab is still there.
