Why can't we report for lacking skill?

I have seen so many games where people that are level 30 don't have a keystone or any masteries. They also tend to play worse because of it. Why can't we report people for playing poorly? This used to be an option before Dynamic Que became a thing.

I know it has nothing to do with dynamic que. I know bad is relative. I just want to know why I cant tell riot that a bronze level player is on gold level MMR. Specifically when they don't know the basic mechanics of the game.

There is already a system in place to judge skill, matchmaking. Sure, you can lose a game because of "that guy" but that guy goes on to the next game doing the same thing that lost him the last game and will lose again. You(presumably not "that guy") takes your skills on to the next and wins. Even when report unskill was an option it didn't do anything. it was just a plecebo option.

1 game is an insufficient window to judge people on and people in the game are typically not objective and would just use it as a way to deflect blame.

they removed it for players abusing it reporting people for not ganking them or some other bullshit telling people they were gonna report for unskilled in other words telling them they suck

It used to be an option, but it never really did anything.

Its only real purpose was to filter out reports made by salty players when the player was just playing poorly rather than behaving in a toxic manner.

It's not really a reportable cause and even back then it mainly served for the system to adjust players' mmr so they can be better matched with/against others. If lacking skill deserves being reported then I'm afraid everyone below diamond ought to be permanently banned because in the eyes of faker tier players, they can't tell significant difference between a plat player and a bronze player as both are equally bad.
