Please tell me it's a hardcoded message and not something custom like "we've kept track of you and you'll get perma hammered real soon. >:)"
If you are not sure what I am talking about: got banned a while ago, honor level stays at 'dishonorable' status for a longer while and now honor leveling is unlocked with this message.
AFAIK, there are no "custom" messages in client for punishments. Each player punished for the same reason is presented with the same text at the beginning of the reform card (the "message") before their evidence. I presume this extends to the honor unlocks as well as key fragments (although key fragments do have some different messages depending on your recent honors, of course).
