Yes it is punishable but by itself is usually not enough to get someone punished. Usually the people saying it have other more severe offenses that makes the ggez comment just the icing on the cake there so-to-speak.

do you want someone to tell you "gg ez" at the end of their match when they just got through penta killing your team 4-5 times at your nexus because your team wouldnt surrender?

do onto others as you would have them do unto you. it's like... the golden rule of getting along with others.

Yes but people who say it generally just are a shithead to begin with. Out of my friends who says it, it's usually scrawny teenagers who think their balls drop for playing a game.

I love reporting people for saying "ez" or any form of it. It's a stupid thing to say... be respectful. If you want to be rude, take it somewhere else, like DOTA. They have special queues full of people just like you.
