Honor Level From 0

I feel like it's too hard to get out of level 0 honor, even harder than getting out of bronze. My reason is because every game i've played since my unban I've been getting 1-2 honors average and sometimes even 4. Though at times i've been toxic and harsh I feel like those reports weigh more than those honors, which they probably do. I've been stuck at level 0 with 2/3 percent the way there to level 1 for about 3 months now, and I feel like I haven't moved one bit. I know i've been nice, and for some reason my friend (who is extremely vulgar and toxic) was out of level 0 in a couple of hours. I don't really understand how this honor system works. I'd also like to mention that my friend is now honor level 3 or 4, and also spends a lot of money on this game, getting any skin he wants to get for the champ he's really into at the time. I don't know if spending has to do with the honor system but I feel like it does and is biased towards people who spend more money on league.
