It is an asshole move and i would suggest either locking in Garen (river or feed) and carrying their lame ass, or just dodging, but they cant be punished for it, and it can even happen accidentally.
Honestly, I wouldn't even hover a champion. I hide my pick and if it gets banned by either team, I go for a few backups instead.
Since you can't determine intent from the ban itself, you can't make the action bannable. However, if they express their intent in chat, then yes, report them, and write down why.
