How can i know if the people i/others reported are punished?
this guy legit picked xin zhao bot lane, fed his ass off, my team and enemy team agreed to report him, so how can i know if he is punished?

Whether someone got punished is none of your business.
Plus he did nothing wrong.

Feeding is not against rules. Picking Xin bot is not against rules.
theres a small chance you get a feedback message if he got punished. but... 1 report does as much as 9 asking to report is considered toxic antimeta is no rulebreak having a bad game is no rulebreak
unless xin was hardcore flameing or legit inting nothing will happen
an accounts punishment status is considered private information, therefore you wouldn't directly know if he was punished (nor is it any of your business really).
but based solely off of what you said in the OP, he didn't actually break any rules. according to the kill map, he didn't have a single forward death, he warded just about as much as everyone else, and had the second most CS on your team, and went for a standard core build for xinxao. he also legitimately only had 3 more deaths then you did.
You don't because he did nothing wrong. You might for the tears you bought. Never know how feeder buster will view those kind of things if he reported you for what I am almost certain you flaming him all game considering your attitude here.
As others have said, it's really doubtful that the Xin Zhao broke the rules, as playing non-meta Champions for a given role isn't punishable, and getting one's ass whupped isn't punishable, either. The Xin looked to be playing it straight, considering his build was fairly average for a laning Xin build, and none of his deaths were horribly far out.
