so racial slurs arent allowed, but racist id, and club name/tags are allowed?

They aren't allowed, but maybe the filter isn't good (or maybe there isn't one at all). Report them under the category for Inappropriate Name and include the name of the club/tag in the description so Riot can action on it; players using extremely offensive Club tags/names are subject to being actioned on the same as if they had an inappropriate Summoner name.

I can personally attest that Riot acts on inappropriate names and club tags, and swiftly at that. I have seen a name and a club tag changed within 24 hours of me reporting in separate instances.
